The ACCC has released its 25th Measuring Broadband Australia report, and Telstra has managed to score its first-ever top spot ranking. While the telco has come in as runner-up a handful of times, first place has eluded it until now. 

The report found Telstra customers receive 102.3% of their NBN plan's maximum speeds during the busiest hours of the day (between 7pm and 11pm). 

Last quarter's winner - Exetel - was a hair behind in second place, with its customers found to get 102% of plan speeds during busy hours. Optus followed in third, with 101.4%.

The report monitors 12 telcos in an attempt to find the fastest NBN provider. Telcos featured include Aussie Broadband, Dodo, Exetel, iiNet, iPrimus, Launtel, Leaptel, Optus, Telstra, TPG, Superloop, and Vodafone.

The report found that busy hour speeds for fixed-line NBN faster yet again. Customers achieved 99.8% of their plans' download speeds, up from 99.3% last quarter.

The Measuring Broadband Report also includes fixed wireless NBN plans. While the report shows a drop in performance, this is because some of the households taking place in the testing were moved to faster speeds, which skewed the data. Customers who've been moved onto faster plans were found to get average speeds of 95Mbps outside of busy hours, and 76Mbps during busy hours. This data only covers 34 customers, however. 

This time around, the ACCC noted that FTTP connections were the most reliable, while those on FTTN or HFC were more likely to experience outages. During the testing period, FTTN connections represented almost half of the services that experienced an outage on most days, despite representing just over a third of the fixed-line connections in the testing program. Conversely, FTTP were responsible for just 12% of outages, while also representing just over a third of the connections. Most FTTN customers will be able to upgrade to FTTP for no cost by the end of 2025. 

As always, it's worth remembering the scale of the ACCC's testing. The results come from a testing period spanning March 1 to April 7, across 1,281 NBN connections. All but 63 of these households have a connection with one of the 12 providers featured in the report. The ACCC reports a 95% confidence level in its results.
